Waziri wa Uchukuzi, Dk Harrison Mwakyembe 

Dar es Salaam. Wafanyakazi wanne wa Uwanja wa Ndege
 wa Kimataifa wa Julius Nyerere (JNIA), wanaotuhumiwa
 kula njama za kupitisha kilo 150 za dawa za kulevya aina
 ya Crystal Methamphetamine, wamesimamishwa kazi.
Mkurugenzi wa JNIA, Moses Malaki, alisema jana, kuwa 
utaratibu wa kuwapatia barua umekamilika, kinachofuata ni
 utaratibu wa kuunda tume unaotarajia kufanyika wakati
 wowote kuanzia jana.
“Tumewapa barua zao rasmi kuwasimamisha kazi leo (jana)
 saa 8:00 mchana, kama watakuwa na cha kujitetea, wasubiri
 tume itakayoundwa wakati wowote kuanzia sasa,” alisema Malaki.
Alisema tume hiyo itafanya kazi kwa siku 14, ikiwamo kuwahoji 
wahusika baada ya hapo itatoa maelekezo serikalini.
Kuhusu watuhumiwa hao kupelekwa polisi, Malaki alisema suala
 hilo wanaliachia chombo hicho kutekeleza wajibu wao kisheria.
Hatua hiyo inatokana na agizo la Waziri wa Uchukuzi, Dk Harrison
 Mwakyembe, alilolitoa wiki iliyopita kuagiza wote waliohusika na 
njama hizo kuchukuliwa hatua za kisheria.
Katika hatua nyingine, Baraza la Viongozi wa Dini la Kupambana na 
Dawa za Kulevya nchini, limeomba polisi kumwongezea ulinzi 
Dk Mwakyembe kutokana na mapambano yake dhidi ya dawa hizo.
Kauli hiyo imekuja siku chache baada ya Mwakyembe kutangaza
 vita na waingizaji na wasafirishaji wa dawa za kulevya, wanaotumia
 JNIA na kusababisha kuonekana uchochoro wa dawa hizo.
Mwenyekiti wa baraza hilo, Alhad Mussa Salum, alisema kutokana
 na ukubwa wa tatizo hilo nchini, jamii inapaswa kuwa na mikakati 
shirikishi ya kuondoa mtandao huo unaotisha.
“Kwa sababu mtandao wa dawa za kulevya unatisha, tunaomba
 polisi imwongezee ulinzi Mwakyembe kwa sababu anapambana
 na watu hatari na hawatamwacha,” alisema Salum.
Baraza hilo linajumuisha viongozi mbalimbali wa dini zote
  wakiwamo masheikh, maaskofu na wachungaji.

The possibly soon-to-be-released new Apple phone possibly
 known as the iPhone 5S will probably have a new colour
 choice: gold.
KGI analyst Ming-Chi Kuo has predicted that the rumoured
 new phone, the existence of which Apple is yet to confirm,
 will have a lot in common with the current iPhone,
 most notably the screen size. While the rest of the world is
 moving towards (and in many cases, beyond) the 5-inch screen,
 the iPhone 5S will stick with the iPhone 5’s 4-inch screen.
But anyone disappointed by the lack of screen real-estate will be
 able to buy a new gold-coloured model, Mr Kuo has predicted.
Also making up for the mere 4 inches of screen will be
 that long-rumoured fingerprint scanner, which will be in the 5S,
built into the home button which will be made of sapphire,
 Mr Kuo predicted. That’s a slight departure from Apple’s
 own patent application for biometric phone unlocking, which has
 the fingerprint scanner located between the home button and the
screen. The home button seems like a better choice.
The phone, expected to be launched on September 10 (Sept 11 here),
 will also come with an option for 128 gigabytes of storage, Mr Kuo has
 predicted, which could come in handy because, disappointingly, the
 phone isn’t expected to come with the micro SD memory card
 slot that most other smart phones have.
Anyone disappointed by the lack of expandible memory will be
 able to buy a gold-coloured model, however.
The rumoured phone’s rumoured camera won’t be upgraded in
 terms of megapixels, Mr Kuo said, but it will be upgraded in
 terms of its maximum aperture, which will now be as wide as f2.0.

Dr Ndalichako new AEAA's president

The Tanzania National Examinations Council (NECTA)
 Executive Secretary Dr Joyce Ndalichako has been
 appointed the new President of the Association for
 Educational Assessment in Africa (AEAA) during the
 Association’s 31st Annual Conference ended in Arusha
over the weekend.

The meeting involved more than 20 representatives
of AEAA member countries.
Dr Ndalichako took over the reins of the AEAA
 Presidency from the Botswana Examinations Council
(BEC) Executive Secretary, Dr Serara Moahi who has
 been at the helm of AEAA since 2012.

Before she assumed the AEAA presidency, Dr Ndalichako
 was the Association’s Vice President during the 30th
conference held in Gaborone in 2012.

Ndalichako’s appointment to the AEAA Presidency stands
 to benefit the nation in the field of Assessment and Examinations.

Speaking soon after being appointed, Dr Ndalichako described
 the appointment as an honour to Tanzania, calling on educational
 stakeholders to team up with her in boosting country’s education sector.

She stressed the need for examinations councils across Africa to
 remain innovative and come up with solutions to students’ poor
 performance.

The AEAA promotes co-operation among examining and
 assessment bodies in Africa; encourages relevant examining
 and assessment activities among members; sponsors international
 participation in the field of educational testing and examining.

It also commissions research projects, addresses and shares
 experiences on issues of evaluation and assessment as well as
 to improve assessment, testing and
 examining within the individual member countries.

Egypt’s general prosecution on Monday ordered the arrest of 260 supporters of ousted president Mohamed Morsi on charges of inciting violence during Saturday’s Al-Fath Mosque clashes.

The 260 are accused of forming an illegal organisation, inciting murder and inciting the breaking into Azbakeya police station in Cairo’s Ramses Square.
Fierce clashes erupted at Al-Fath Mosque in Ramses Square, central Cairo, on Saturday between Morsi supporters and opponents, as well as with police. Around 1,500 pro-Morsi protesters sought refuge inside Al-Fath Mosque in Cairo's Ramses district, demanding a “safe exit” from the area.
Gunshots were eventually fired from inside of the mosque as police fired back before the police stormed in arresting those inside.
The interior ministry announced on Saturday that 1,004 were arrested nationwide since clashes broke out Friday. It also announced that illegal weapons had been confiscated.
The military's spokesperson announced earlier on Friday that the armed forces had arrested 60 during clashes in Ramses.
Morsi supporters announced they would be holding a week of demonstrations all over Egypt protesting the violent dispersal of the Rabaa Al-Adawiya and Al-Nahda Square sit-ins Wednesday.
Over 800 people were killed and thousands injured when the police dispersed protest camps of Morsi supporters in Cairo’s Nasr City district and Giza and the subsequent clashes between police and Morsi loyalists.

David Cameron has started planning for a second coalition with the Liberal Democrats after 2015, The Daily Telegraph has learnt.

David Cameron and Nick Clegg in the Downing Street rose garden announcing the 
formation of a coalition government in 2010. 
The Prime Minister has held private talks with Cabinet ministers over new Conservative Party rules which would make it easier to strike another deal.
Under the plans, backbench Tories would be consulted on the new power-sharing agreement with the final text being put to them in a vote.
Mr Cameron wants Conservative MPs to put their names to any second coalition agreement and “dip their hands in the blood”, a senior source said. Tory backbenchers unhappy at Mr Cameron’s deal with Mr Clegg have launched a string of rebellions since the last election, on issues including Europe, Lords reform and gay marriage.
Some rebels say they do not feel bound to back all the Coalition’s policies because they were not consulted about them. Mr Cameron is understood to want to avoid such a situation if he is forced to agree a second coalition.
It is hoped the new rules would help to persuade sceptical MPs to give their full backing to a new deal.

Exclusive: Shot at close range as he stood, arms aloft, in front of the tanks, Ahmed Hashem Rashwan had the makings of a martyr to Egypt’s military coup.

References to Tiananmen Square have proliferated in today’s Egypt, and as the video camera rolled unseen behind him, he appeared to be recreating a celebrated image from 24 years ago.
The result was startling different. Shots are heard ringing out; the slender figure in a white shirt crumples and folds over, rising from the ground and then collapsing again, writhing before becoming still.
Close examination shows the back of the shirt puffing out at the moment of impact. Whatever hit him came out the other side: this was live ammunition, not birdshot.
But tracked down by The Daily Telegraph yesterday, the figure was, remarkably enough, not only still alive but after two rounds of surgery even able to speak about his actions.
“I was hit by two bullets, one in my stomach and one in my leg,” he said.
“No one did any thing to provoke them, but it seems that they are intent on forcing silence on everyone, that anybody who says no to the coup will be killed or arrested. They are accusing us of being terrorists.”

Mr Rashwan, 34, an electronic engineer, was part of a crowd protesting in Ismailia, a town on the Suez Canal three hours’ drive south-east of Cairo.
The journalist who shot the video, Abdullah Shocha, who works for a pro-Islamist television station, caught the image of Mr Rashwan, whom he did not know before, approaching the tanks with his arms above his head in a gesture of surrender.
“After Friday prayers, the army besieged Saleheen Mosque, where the protesters were praying,” Mr Shocha said. “This man raised his hands, and as you can see he was not armed. They wanted to scatter the demonstrators.
First they shot into the air, and then they start to shot directly at the crowds.
“He was shot in his stomach, and another four people were shot at the same time. Other people managed to pull him to the mosque.”
Speaking just after being released from hospital, Mr Rashwan, who is not a member of any political or Islamist group, said he had reacted to the first sounds of shooting. “I approached them to send a massage that we were peaceful but they shot at me,” he said.
“I’m not a complete supporter of the Muslim Brotherhood, but I’m afraid that the country is returning back to military rule and that is not a good future for my son, who I want to live a better life.”
As has repeatedly been seen in the last few days, the army’s methods of crowd control did not end with Mr Rashwan’s shooting. Mr Shocha said that shortly afterwards an army helicopter appeared in the sky above the mosque, and a gunman started shooting down on the crowd below.
In all, he said, ten people were killed, to be added to the more than 170 that fell in violence across the country on Friday, the large majority of them members of the Muslim Brotherhood and other opponents of the removal of the deposed president, Mohammed Morsi.
Exact death tolls have been hard to calculate, with the army, police and others surrounding mosques where bodies are being held and denying access to reporters. But doctors say that many people died who could have been saved if they had been allowed through police and army lines for treatment.
In another video, a man is seen being shot as he carries a wounded colleague away.
The Ismailia video is also evidence of the spread of the violence outside Cairo to provincial towns and cities across the country. Ismailia is the town where the Brotherhood was founded in 1928 – but it is also key for its strategic position on the canal, the western world’s oil supply lifeline and a vital source of income for Egypt.

Google argues UK privacy laws do not apply to it

Google is trying to avoid a potentially costly bill in the UK for allegedly breaching the privacy of iPhone users by arguing it is not subject to British laws.

The company is facing a landmark group legal action by Britons angry over the way it circumvented settings on the iPhone to track their web usage. Google has already been fined a record $22.5m (£14.4m) by authorities in the United States over the practice.
In a submission to the High Court, however, Google has argued that as an American company it is not covered by British privacy laws. It said there was “no jurisdiction” for the case to be heard here because its consumer services are provided by Google Inc, based in Silicon Valley, rather than Google UK.
The move raises questions about the rights of millions of British internet users who rely on Google for basic services such as web search and email. Its rivals, such as Facebook and Microsoft, provide their consumer web services through European subsidiaries so could not make the same jurisdictional argument.
The claimants said it showed Google’s policies “don’t respect” British privacy laws and compared its stance to its controversial avoidance of UK corporation tax.
Claimant Marc Bradshaw said: “It seems absurd to suggest that consumers can’t bring a claim against a company which is operating in the UK and is even constructing a $1bn headquarters in London.”


Judith Vidal-Hall, another claimant, added: “What are they suggesting - that they will force Apple users whose privacy was violated to pay to travel to California to take action when they offer a service in this country on a .co.uk site?”
They argued that action by the Information Commissioner’s Office, Britain’s data protection watchdog, would be ineffective. It can impose a maximum fine of £500,000, less than 0.002pc of Google’s annual turnover.
Google was last year found to have circumvented privacy settings in the iPhone web browser software, Safari, by a researcher at Stanford University in California. By default, Apple prevents websites from installing small text files called cookies that allow advertising companies such as Google to track consumers across the web. Google, however, wrote software to work around Apple’s settings.
The company insisted that it did not use the cookies to collect personal data, but the Federal Trade Commission issued a record fine and said that “all companies must... keep their privacy promises to consumers, or they will end up paying many times what it would have cost to comply in the first place”.
Google’s application to dismiss the British case is due to be heard in October.

Hata hivyo kufuatia ahadi hiyo hali hiyo imekuwa kinyume na matarajio ya wananchi hao ambao wamesema tangu atoe agizo hilo mbunge huyo hajawahi kurudi kijijini hapo wala kutekeleza ahadi hiyo.
  
Wananchi hao walisema kufuatia hali hiyo walilazimika kumfuata mara kadhaa mbunge huyo ofisini kwake ili wamkumbushe kuhusu ahadi yake baada ya wao kukamilisha usawa waliopangiwa na mbunge wao lakini waliishia kuahidiwa tu.
Aidha wananchi hao walisema Mbunge huyo amewavunja nguvu baada ya majengo waliojenga kuanza kubomoka hali iliyosababisha kukatishwa tamaa na utekelezaji wa ahadi hiyo.
  
"Tumejaribu kumfuata mara kadhaa ofisini kwake kuhusu kutekeleza ahadi yake hiyo lakini anaendelea kutuahidi hali inayoonesha kutudanganya tu" alisema Adson Kinga mjumbe wa Serikali ya Kitongoji.
  
Alisema juhudi kubwa iliyofanywa na wananchi katika kujenga majengo hayo ambayo walisema ilikuwa ni ukombozi wa watoto wa kutotembea umbali mrefu lakini juhudi hizo zimeyeyuka baada ya jengo kuanguka kutokana na kutoendelezwa.
  
" Ingekuwa ni kilimo tungekuwa tuko kwenye mavuno makubwa kutokana na nguvu tuliyoitumia kujenga madarasa hayo lakini tunasikitishwa na mbunge kutusahau wakati sisi ndiyo tuliomchagua" alisema Furaha Mwafowela mkazi wa Kitongoji hicho.
  
Kwa upande wake Mbunge wa Jimbo hilo alipotafutwa kuzungumzia tuhuma hiyo hakupokea simu zake za kiganjani ambazo ziliita mda mrefu bila kupokelewa.
