mikononi na kusababisha uharibifu wa mali za umma. Kamanda Athuman alitaja
uharibifu uliofanyika kuwa ni kuvunjwa kwa kioo cha mbele cha gari yenye namba
SM 3830 Toyota Landcruiser mali ya halmashauri ya wilaya ya Chunya,kuvunja
mlango na dirisha la ofisi ya afisa mtendaji kata. Alisema hbaada ya uharibifu
huyo watuhumiwa waliingia ndani ya ofisi hiyo na kuharibu masanduku 24 ya
kupigia kura ambapo thamani ya mali zote bado haujafahamika. Alisema chanzo cha
vurugu hizo ilikuwa kushinikiza kuzuia kufanyika kwa uchaguzi mdogo wa kujaza
nafasi ya mwenyekiti wa kijiji na vitongoji uliokuwa ufanyike siku ya jumapili.
Kufuatia vurugu hizo uchaguzi huo ililazimu kusogezwa mbele siku moja na
kufanyika jana(Disemba 10) huktaratibu za kisheria zikiendelea ikiwemo
kufikishwa jana mahakamani katioka mahakama ya wilaya ya Chumnuya watuhumiwa 12
na kusomewa mashitaka. Ukiachilia mbali shitaka la uharibifu wa mali za umma
linalowakabili washitakiwa wote mahakamani hapo washitakiwa Amos Joseph,Braison
Mwasimba na Paradiso Emanuel wanakabiliwa na shitaka jingine la unyang’anyi.
Alisema washitakiwa hao walifanya unyang’anyi wa fedha kiasi cha shilingi
2,150,000 zilizokuwa sehemu ya gharama za uchaguzi,simu ya kiganjani na saa ya
mkononi

Akizungumza na waandishi wa habari kwenye ofisi za makao makuu ya Shirikisho la Soka Tanzania (TFF) jana, kocha huyo raia wa Denmark alisema kuwa ameamua kuingiza ‘sura’ mpya katika kikosi chake kutokana uwezo uliooneshwa na wachezaji hao katika mashindano mbalimbali yakiwamo ya ligi kuu.
Katika kikosi hicho, wachezaji walioitwa kwa mara ya kwanza ni kipa Aishi Manula anachezea kikosi cha U20 cha Azam FC na timu ya taifa kwa vijana wenye umri chini ya miaka 20 (Ngorongoro Heroes), beki wa kushoto wa Azam, Samih Nuhu, beki wa kushoto wa Mtibwa Sugar, Issa Rashid na mshambuliaji wa Azam FC, Mcha Khamis.
Pia kati ya wachezaji walioitwa, sita walikuwa kwenye kikosi cha timu ya taifa ya Zanzibar (Zanzibar Heroes) kilichoshika nafasi ya tatu katika michuano ya Kombe la Chalenji iliyomalizika Jumamosi jijini Kampala, Uganda.
Wachezaji hao ni Mwadini Ally, Nassoro Masoud ‘Chollo’, Nadir Haroub ‘Cannavaro’, Samih Nuhu, Aggrey Morris na Mcha Khamis.
Kikosi kamili kilichoitwa ni makipa; Juma Kaseja (Simba), Mwadini Ally na Aishi Manula (Azam U20). Katika hatua nyingine, Katibu Mkuu wa TFF, Angetile Osiah alisema jana kuwa tayari Chama cha Soka cha Zambia (FAZ) kimeshaweka wazi orodha ya wachezaji wa Chipolopolo watakaotua jijini Dar es Salaam Desemba 18 kwa ajili ya kuikabili Stars.
Alisema kuwa kikosi cha wachezaji 24 kilichotajwa na kocha Chopolopolo, Herve Renard, kinaundwa na Chintu Kampamba, Chisamba Lungu, Christopher Katongo, Danny Munyau, Davy Kaumbwa, Derrick Mwansa, Evans Kangwa, Felix Katongo na Francis Kasonde.

Ukatili Huu Dhidi Ya Watoto Haukubaliki

Mathalan, wakati wanyama hayawani huweza kutafunana wenyewe kwa wenyewe kwa sababu sheria zinazowaongoza ni za mwituni, mwenye nguvu mpishe, binadamu hana uhuru huo; wanyama waweza kuzalishana baba na wanawe au mama na wanawe, lakini kwa binadamu ni haramu, uchuro na kinyume cha sheria kutenda hivyo.
Kimsingi binadamu hana hiari katika kufuata kanuni, miiko na sheria ambazo zimekubalika ndani ya mfumo wa jamii. Anayekwenda kinyume cha makubaliano ya pamoja kama walivyosema wanafalsafa wa kale ‘makubaliano ya kijamii’ (social contract) huyo hukutwa na makubwa.
Wakati jamii ya binadamu ikiwa inashi katika misingi ya maelewano na maridhiano hayo, katika siku za hivi karibuni kumekuwa na matukio yanaoshiria kwamba bado wapo baadhi ambao wameamua kurejea kwenye mfumo wa maisha ya kihayawani. Hawajijui, wanatenda na kuenenda kama vile hawana uelewa kabisa wa jema na baya.
Juzi mkazi mmoja wilayani Temeke jijini Dar es Salaam amefanya unyama usioelezeka wa kumuua mwanawe kikatili. Kwa mujibu wa habari ambazo ziliandikwa na vyombo vya habari jana, mtuhumiwa ambaye ni mwanamume alimuua mwanawe anayekadiriwa kuwa na umri wa miaka saba kwa kumcharanga mapanga kichwani na usoni, kisa eti aliingilia ugomvi wa baba yake na mama.
Tukio hili linatokea wakati ndiyo tu taifa hili limetoka kuadhimisha siku 16 za kupinga ukatili wa kijinsia, kwamba jamii imehamasishwa kutambua kuwa kutenda ukatili dhidi ya wengine siyo jambo jema, ni unyama na kwa kweli ni moja ya vitu vinavyorejesha nyuma juhudi za taifa hili kujikomboa kutoka minyororo ya umasikini.
Tukio la Temeke siyo la kwanza kwa wazazi kuwatendea mambo mabaya na ya kikatili sana watoto wao. Mathalan, kumekuwa na matukio mengine ya kikatili wafanyiwayo watoto na wazazi wao kama kutupa vichanga chooni, kwenye mashimo ya taka; kuwachoma moto; kuwapa vipigo ambavyo havionyeshi kuwa nia ilikuwa ni kuwarekebisha. Kwa ujumla jamii yetu kila uchao inashuhudia mambo ambayo siyo ya kiutu wakitendewa watoto.
Tumesema wanyama hayawani hutenda mambo ya kihayawani kwa kuwa hawajijui, lakini pamoja na uhayawani wa wanyama hawa siyo rahisi mnyama kuruhusu mwanawe kudhuriwa na mnyama mwingine. Kama kuna anayebisha kuhusu hili basi akutane na simba jike mwenye watoto atafahamu tunachosema hapa.
Mara kadhaa sinema za wanyama zilizorekodiwa kwenye mbuga za wanyama zimekuwa zikionyesha jinsi wanyama wa aina mbalimbali wanavyojihami dhidi ya jaribio lolote la kutaka kudhuriwa kwa watoto wao; hawa ni wanyama hayawani, wana uchungu wa ndani sana juu ya watoto wao.
Tunapomtazama mtuhumiwa aliyeua mwanawe kikatili na kinyama kwa kiwango kilichoshuhudiwa huko Temeke juzi, tunajiuliza swali gumu, hivi kizazi cha sasa cha binadamu kimeingiliwa na laana gani kiasi cha kukosa hata utu kwa watoto wake wenywewe?
Huenda jamii sasa imeingiliwa na matatizo makubwa ya kisaikolojia ambayo pengine yanahitaji utafiti wa kisayansi ili kuelewa kwamba vitendo hivi vya kinyama dhidi ya watoto vinachangiwa na nini hasa?
Ubakaji, uchomaji moto, vipigo, kuuawa na aina nyingine za unyama dhidi ya watoto vimekuwa vitendo wanavyofanyiwa watoto na watu ambao walipaswa kuwa wazazi, walezi na walinzi wao. Mambo haya yanatokea na kuripotiwa na vyombo vya habari, lakini jamii inaonekana kuvizoea kiasi kwamba hatua za kitaalamu kubainisa sababu hasa ya mambo haya ni nini, hazichukuliwi na kupewa umuhimu wa kipekee.
Kila tunapotafakari na kujikumbusha vitendo hivi ambavyo vimekuwa vikiripotiwa kila kona ya nchi hii, na hasa tunapoangazia mauaji ya kinyama yaliyofanywa na baba dhidi ya mwanawe, tunatamani sasa jamii iamke na kujiuliza nini cha kufanya kuepusha janga hili linalotaka kuzoeleka nchini.
Ni lazima kila mtu atambue kuwa jamii ina wajibu wa kuwahakikishia watoto usalama wa maisha yao, wakiwa majumbani kwao, wakiwa mitaani (barabarani) na hata wakiwa shuleni. Tujifunze kuwalinda watoto wetu ili kuwaepusha na ukatili unaozidi kuota mizizi ndani ya jamii nchini.

The Energy and Water
Utility Regulatory Authority (EWURA) Consumer Consultative Council has
challenged the proposed automatic power tariff adjustment by the
regulator, saying it implies over- protection of state-owned Tanzania
Electric Supply Company (Tanesc0) at the expense of consumers.
The recommendations of automatic tariff
adjustment were given by Spanish Based Company AF- MERCADOS EMI
commissioned by EWURA to prepare a formula of calculating power tariffs
and evaluating actual costs by Tanesco in providing power services in
the country.
Speaking yesterday in Dar es Salaam at a
public hearing of the Tanesco application, EWURA- CCC Chairman Saidi
Mohamed said adjusting power tariffs whenever there was a rise in fuel
prices, inflation or poor exchange rates protected only Tanesco,
forgetting its consumers.
He added that allowing automatic
adjustment formula into the Rate Setting Methodology implies that
electricity charges will automatically change on regular basis (monthly
or quarterly) depending on three highly volatile parameters, namely fuel
prices, inflation and the foreign exchange rate.
“The resulting price fluctuation will
defeat the fundamental objectives of price stability stated in the
Electricity Act of 2008,” he said. Other power stakeholders rejected the
proposed 155 percent increase in power tariffs by Tanesco, arguing that
the company should abandon the traditional system of depending on one
source of income which was a burden to power consumers.
One of the stakeholders Flatern Kashanga
from the University of Dar es Salaam criticised the company, saying it
sought to exploit the ordinary people by proposing high power tariffs.
He said power was a social service similar to health and education and thus should be accessed by the majority of the people.
He challenged the government to not only
subsidise the company, but also look for ways to reduce power tariffs
especially as the country had discovered gas.
He said Tanesco’s plans to reach about 80
percent of the total population could not succeed with the imposition of
the proposed tariffs.
Abduel Elinazi a resident of Ilala said
that the company should make sure that its services are improved to meet
customer expectations, advising Tanesco to use social media to hear
their views.
For his part Confederation of Tanzania
Industries Director of Policy and Advocacy Hussein Kamote said there
should be thorough discussion before endorsing the proposed tariff rise
of 81 per cent as it could kill local industries.
EWURA Director General Haruna Masebu said
the regulatory body was seeking stakeholders’ views on the increase of
power tariffs by 155 per cent as proposed by Tanesco on November 9, last
year.
He said that on their proposal, Tanesco
requested the change of the power tariffs by 155 percent so as to cover
the cost of emergency power generation and operational costs.
He explained that Ewura by taking into
consideration suggestions from stakeholders such as power consumers,
research institutions, Tanzania Meteorological Agency (TMA) approved the
interim increase of power tariffs by 40.29 percent.
However, Masebu added that the Authority
hired a consultant firm AF- MERCADOS EMI from Spain to prepare formula
for calculating the power tariffs and evaluating the costs of Tanesco in
providing power services in the country.
He said the report has already been
submitted by the consultant specialist and has indicated new power
tariffs for the period of three years to come from the year 2013 to
2015.
According to him, the consultant report
proposes that the average power tariffs should increase from the current
average of 195.97/= per kilowatt hour (kWh) to the average of 253.76/=
kWh for the year 2012 equals to 29.5 percent.
He said for the year 2013 it should
increase to the average of 265.65/= kWh equal to 4.7 percent and for the
year 2014 it should increase to the average of 268.03/= kWh equals to
0.9 percent while for 2015 it shall increase to the average of 291.19
kWh which is also equals to 8.6 percent.
For his part Tanesco Acting Managing
Director Felchesmi Mramba said that the company decided to propose the
increase of power tariffs after the drought which hit the country
causing the shortage of about 350 megawatts of electricity.
He said the situation forced the company
to enter into contracts with companies generating emergency power of 400
megawatts by using of oil which according to him was very costly.

Last group of Burundi refugees leave Msabila

The camp which was scheduled to officially be closed on December, 31 this year is now empty after the efforts of the United Nations High Commissioner for Refugees (UNHCR) and its partners who organized the return operation to support the governments of Tanzania and Burundi to help former refugees go back safely before the announced deadline which was agreed upon in a meeting with the two governments in Geneva in October this year.
Refugee status for Burundian refugees found not to be in need of international protection and asylum at Mtabila refugees’ camp which was formally closed in August 2012 following individual interviews meant to assess protection needs.
According to the press statement from the UNHCR, the returned group of refugees was among the last of the population of refugees who left Burundi some 20 years ago.
It further stated that despite some logistical constraints and operational challenges, efforts have been deployed by all parties involved to ensure that the process was conducted in full compliance with human rights and humanitarian standards.
With 25 percent of the returnees identified as vulnerable people including pregnant women, mentally and physically challenged people, chronically ill, unaccompanied minors, elderly and single parents; specific attention and continued support was provided throughout the operation.
However the successful completion of the return of the refugees is attributed mainly to the cooperation between all partners, mainly the two governments, the International Organization of Migration, the World Food Program, the International Rescue Committee and the Tanzania Red Cross.
Meanwhile, continuous dialogue and communication between all stakeholders, including the donor community, as well as professionalism and dedication ensured the inevitable challenges were addressed as quickly as possible to guarantee a smooth return operation.
UNHCR Acting Representative in Tanzania Ms. Chansa Kapaya acknowledged that the government of Tanzania has to be congratulated for its commitment to adhere to the principles of order, safety and dignity in serving the lives of the returnees.
To assist them in starting new lives in Burundi, the Burundian government together with UNHCR and its partners in Burundi will be present throughout the reintegration process as UNHCR Representative in Burundi Catherine Huck declared.
“We have done our best to ensure immediate basic needs of returnees are addressed. This included ensuring sick people received adequate medical treatment and access to medical treatment for a period of one year, cash grant and food ration are distributed for six months and separated members of the families are reunited, pending development agencies take over the lasting reintegration,” said Huck.

Tanzania Cricket Association’s official Kazim Nasser said six othr national teams besides Tanzania are competing in the tourney. He mentioned the countries as Kenya, Uganda, South Africa, Namibia and zimbabwe.
The organisers have earmarked two venues
within Dar es Salaam to host the event and these are Annadil Burhani and
the University of Dar es Salaam.
According to the fixture, South Africa will play zimbabwe in the opener at the Annadil Burhani venue from 09:30 in the morning as Kenya take on Namibia at the University of Dar es Salaam venue.
